New platform connects on-chain ETF activity with existing regulated-market infrastructure as ANDRA advances its SEC transfer agent registration and convenes an industry working group

ANDRA (Adaptable Network Designed for Regulated Assets) today announced an institutional issuer-sponsored tokenization platform for ETF issuers, supporting tokenized ETF workflows alongside the settlement, custody, and service-provider infrastructure they already use.

Built on the Canton Network, a permissionless blockchain with configurable privacy, the ANDRA Platform enables ETF issuers, authorized participants and market makers to add digital wallets, programmable transfers and on-chain ownership capabilities to the existing ETF ecosystem. Tokenization runs at the ETF issuer's direction, within the fund's existing transfer-agent relationship.

The launch follows a regulatory milestone for the company. On September 4, 2026, Adaptable Network Designed for Regulated Assets LLC, a wholly owned subsidiary of Andra Infrastructure Holdings Inc., became registered with the U.S. Securities and Exchange Commission as a transfer agent.

ANDRA’s platform connects on-chain activity with those official records an ETF's transfer agent maintains, keeping the two aligned while supporting settlement, compliance and digital distribution.

“The industry has made significant progress proving that securities can move on-chain. The next challenge is making that activity work with the infrastructure that ETFs already depend on,” said Rali Perduhova, CEO and co-founder of ANDRA. “That's what we're building at ANDRA. Our transfer agent registration, the platform, and the industry collaboration we are convening all point to the same thing: move tokenized ETFs from experimentation toward practical implementation.”

“This is an important step forward as the industry works to bring tokenized ETFs into institutional markets,” said Georg Schneider, Global Head of RWA at Digital Asset. “Canton has demonstrated that institutional adoption can accelerate meaningfully when market participants are able to operate onchain within existing workflows while maintaining the privacy, control and compliance they require. By bringing those capabilities to ANDRA’s platform, we are creating another pathway for institutions to advance tokenized ETFs toward real-world adoption.”

In parallel, ANDRA has formed an industry working group bringing together senior participants from across the ETF ecosystem. The group is addressing the operational challenges involved in bringing tokenized issuer-sponsored ETFs to market: how issuers, authorized participants, market makers, administrators, and other service providers work together, as well as questions about settlement, compliance, and potential pilot programs.

As tokenized funds move from pilots toward production, the ANDRA platform adds an on-chain layer to the existing fund operations rather than create a separate operating model. Its Canton-native architecture supports permissioned workflows, privacy-preserving auditability, and interoperability across regulated financial-market infrastructure.

About ANDRA

ANDRA is developing Canton-native infrastructure for issuer-sponsored tokenization of ETFs and registered funds. The company gives fund issuers and service providers the transfer-agent controls, permissioned workflows, reconciliation, auditability, and collateral-readiness the tokenized ETFs require- designed to interoperate with incumbent fund and market systems.
